Upon the talk about UN reports which reveals cases of corruption and the buying of votes during the Libyan National Dialogue, which led to a presidential council and a new government, the Prime Minister-designate, “Abdul Hamid Dabeiba”, stresses the integrity of the process that brought him to this position, indicating that this process was conducted in a transparent perfect manner.
Dabeiba also responds to the skeptics in the political dialogue, that the selection process for the new authority in the country was witnessed by all Libyans through television screens, stressing that his government is looking forward to fulfilling its pledges and obligations towards the Libyan people so that it will be a government that represents all Libyans and preserves their dignity and rights inside and outside the country.
Other Options For Removing Dabeiba And His Government Away
Commenting on the political transition in Libya, informed sources reveal that there are Libyan parties that tend to keep the government of accord in power until the next elections are held at the end of this year, pointing out that those parties are pushing for amendments to be made to the government of accord instead of completely changing it, and then the formation of a new government.
The sources also indicate that those parties are still sticking to their position despite the arrival of the new authority and the formal assignment of “Dabeiba” to form the government, indicating that the biggest bet they have in bringing down “Dabeiba” is the difficulty of being able to come up with a government formation that would gain the approval of all Libyan parties.
It is noteworthy that local media announced earlier, that the Speaker of the Libyan Parliament, “Aqila Saleh,” had rejected a government formation presented by “Dabeiba” last week, without revealing the details of that formation.
In the same context, Abdelkader Bouchakour, political analyst, considers that many Libyan parties’ interests will be harmed if the Dabeiba government succeeds, especially those related to militias and foreign forces, and particularly since the new executive authority has broad regional support, pointing out that some personalities in the Government of National Accord, also still aspire to play a role in the future of the country and to maintain positions within the new authority, specifically the Minister of Interior in the Government of National Accord, Fathi Bashagha.
In addition, “Bouchakour” points out that “Dabeiba” is swimming in the sea of Libyan politics, handcuffed, in light of the difficulty of obtaining a complete political consensus in Libya, given the divergent interests of political parties in Libya, considering that the first and most difficult task the new government will face is to obtain the required consensus, explaining that the United Nations report came to add to the troubles of the new authority and to give excuses to Dabeiba’s opponents to bring down his government and not give it the trust.
Battle In The Parliament
Despite what was announced about the results of the United Nations commission’s investigation and the negative indications it gave about the future of the new Libyan government, “Ahmed Al-Barashni”, a researcher in Libyan affairs, believes that the main battle of “Dabeiba” is still in the field of the Libyan Parliament, pointing out that in the event that he is able to convince the parliament and its president of his formation which he will present, this will help him overcome the crisis of international investigations, and at least begin to practice his constitutional duties.
“Al-Barshani” also points out that the formation of the government, despite its difficulty, will be a strong push for the new government, and will represent a factor to support it in implementing its policy and plan, considering that the priority now in Libya should be to solve problems greater than the problem of how the government be achieved or what happened in the Libyan dialogue in Tunisia.
Al-Barshani added: “Regardless of what happened in the dialogue and what will come in the UN investigations, there are more important matters that must be preoccupied, including unifying the army, reunifying governmental and official institutions, the need to create a good atmosphere before the next elections, and the task of withdrawing militia weapons and the file of foreign forces “, pointing out that the new government will practically be like a caretaker government, referring to the need to deal with the Libyan reality and what it needs, away from settling political scores.
Al-Barashni also warns of an option or calls to maintain the current government of accord and be satisfied with introducing amendments to it, whether by appointing new ministers or merging it with the government of Abdullah al-Thani in eastern Libya, considering that the accord government was part of the process of introducing Turkish forces and foreign militias to Libya. Accordingly, it is impossible to be a party to the process of withdrawing it and ending the presence of militias, especially since a number of its ministers are linked to those militias and have direct Turkish support, as he said.
It is noteworthy that the Turkish President, Recep Tayyip Erdogan, stated in a speech that the presence of Turkish forces in Libya came to support the Government of National Accord and upon its request, pointing out that the Turkish army in Libya undertakes the tasks of training forces affiliated with the Libyan Government of National Accord.
Al-Barshani concludes that the overthrow of the Dabeiba government carries dangerous consequences on the political stability and the outcomes of the Libyan dialogue, and may return matters to zero point, indicating that the United Nations will be part of that result through the investigation it conducted, especially since its results were leaked before it is being officially announced on March 15, as scheduled.
